The panels themselves are still in one piece. The metal has not split. The underlayment below may still be intact. That is why most hail damage on a metal roof is considered cosmetic — the roof looks dented, but it still sheds water and protects the house.
The problems start when hail is large enough or wind-driven enough to damage the edges, seams, fasteners, or flashings. These are the parts that hold the roof system together. When they fail, water can get in. That is functional damage, and it is the difference between a conversation about aesthetics and a conversation about replacement.
